2013年12月第68届联合国大会通过决议，决定将每年的10月31日设为世界城市日。世界城市日是我国政府在联合国推动设立的首个国际日。设立世界城市日的目的是提高国际社会对全球可持续城市化的关注，推动国家和城市间合作，抓住城市化带来的机遇，应对其挑战，为全球城市可持续发展作出贡献。

世界城市日以上海世博会主题“城市，让生活更美好”作为总主题，每年根据当年的情况设定不同的年度主题。今年世界城市日的主题为“行动，从地方走向全球”。该主题体现了国际社会对可持续发展目标本地化的关注。要实现可持续发展目标，我们只剩下7年多的时间，需要我们立即采取行动。地方行动对于在2030年前实现可持续发展目标尤为重要，联合国人居署希望借世界城市日之机，汇集各方的经验与智慧，分享他们在采取地方行动实现可持续发展目标方面的经验、方法与成效，以及如何增强各地区和地方政府的能力，以创建更加绿色、公平和可持续的城市。

围绕上述主题，为了应对城市问题，尤其是中国进入新的生态文明建设时期以来，中国的城镇化已经由快速扩张型，转向高质量内涵式发展阶段。“推动以人为核心的新型城镇化”和“实施城市更新行动”等已经被写入国家的政策文件，而“城市更新”更是成为中国城市工作的重点。落实城市更新是联合国推进城市可持续发展的重要工作领域之一，也是推动落实联合国《2030年可持续发展议程》和《新城市议程》的关键性行动。结合近期的实践与远期的理想，本次研讨会提出了“城市更新与可持续发展”会议主题。

本次研讨会对于全面提升城市发展质量，不断满足人民群众日益增长的对美好生活的需求，促进城市经济社会持续健康发展，有着非常积极的意义。

On 31 October 2022, the global observance of World Cities Day will return to Shanghai, China where it was first celebrated. World Cities Day marks the culmination of the month-long Urban October. As one of the supporting activities of this year's World Cities Day, the Symposium is co-sponsored by the China Academy of Urban Planning and Design and the Information Office of the United Nations Human Settlements Programme in China.

In December 2013, the 68th session of the United Nations General Assembly adopteda resolution to designate 31 October as World Cities Day. World Cities Day isthe first International Day promoted by the Chinese Government at the United Nations. The Day is expected to greatly promote the international community's interest in global urbanization,and push forward cooperation among countries in meeting opportunities and addressing challenges of urbanization, and in contributing to sustainable urbandevelopment around the world.

With"Bettercity, Better life"of Expo 2010 Shanghai China as the general theme, World Cities Day has different themes each year based on the situation of the year. This year, the theme of World Cities Day is"Act Local to Go Global", reflecting a focus on localization of the Sustainable Development Goals. We have just over seven years left to achieve the SDGs, which requires our immediate action. Local actionis critical to achieve the SDGs by 2030. UN-Habitat wants to take the opportunity to bring different partners and diverse stakeholders together to share their experiences and approaches to local action, what local actionworked and what is needed to empower local and regional governments to create greener, more equitable and sustainable cities.

To address these urban challenges, especially since China entered a new era of prioritizing ecological conservation, the urbanization of China has shifted from rapid expansion to a high-quality intensive development stage."Promoting an innovative human-centered urbanization" and"implementing urban regeneration" have been written into nationalpolicy documents, while urban regeneration has become the focus of China's efforts in the cities. Urban regeneration is also one of the important topics of the United Nations to promote sustainable urban development. Implementing urban regeneration is a key action to deliver the 2030 Agenda for Sustainable Development and the New Urban Agenda. Combining the recent practices and the long-term vision, this symposium adopted the theme of "Urban Regeneration and Sustainable Development".

The symposium is expected to play an active role in comprehensively improving thequality of urban development, constantly meeting the people's growing demand for a better life,and promoting sustainable and sound development of the urban economy and society.
